
INEL Identity
The Public National Institute for Education and Leadership (INEL) was established by Government Decision of the Republic of Moldova No. 807/2023 dated October 27, 2023, On the organization and functioning of the Public Institution National Institute for Education and Leadership (INEL), published in the Official Gazette No. 404-407 (8910-8913) on October 31, 2023.
The creation and ensuring the functionality of the National Institute for Education and Leadership represents one of the key actions specified in the National Action Plan for the accession of the Republic of Moldova to the European Union for the years 2024–2027, approved by Government Decision No. 829/2023 dated October 27, 2023, Chapter 26, point 44, published on November 10, 2023, in the Official Gazette No. 422–425.
According to its Statute (Annex No. 1 to Government Decision No. 807/2023), the Institute is a public institution for continuous professional development, where the Ministry of Education and Research acts as the founder.
The Institute cooperates with all institutions within the territory of the Republic of Moldova, as well as with international institutions within its field of competence, for the development of joint programs, the adoption and implementation of best practices, and the attraction of external assistance.
INEL’s Mission
The mission of the National Institute for Education and Leadership (INEL) is to enhance the quality of teaching and leadership within the education system by engaging in all processes related to the training, professional integration, and career advancement of educational personnel (Annex No. 1 to Government Decision No. 807/2023, point 5).
INEL creates a favorable framework for the professional and personal development of teaching and managerial staff in general education by building communities of educational leaders, facilitating network collaboration, exchanging best practices, and promoting mutual learning through practice – reflection – improvement, while fostering innovative pedagogy.
Through the National Mentors Network – composed of leaders in quality education, agents of change, and promoters of pedagogical innovation – INEL provides professional support to pupils/students during their teaching practice; assists young specialists in their integration process and development of professional and personal competencies; and supports teachers in their career progression and in maintaining their well-being.
Basic functions of INEL
- 1) Ensuring the theoretical and practical expertise necessary for establishing the framework for the initial and continuous training system of teaching and managerial staff;
- 2)Providing continuous professional development at high-quality standards for teaching and managerial staff, based on identified individual training needs;
- 3) Continuously aligning the relationship between initial and continuous study programs and the realities of applying the acquired knowledge in the classroom;
- 4) Establishing and organizing the activity of the national mentor network at three levels: i) mentorship for pedagogical practice internships; ii) mentorship for young specialists; iii) mentorship for professional development in the workplace;
- 5) Monitoring and improving the professional integration and career progress of young specialists;
- 6) Guiding and supporting the dissemination of successful teaching and leadership methods within the education system;
- 7) Conducting research, based on needs, in the fields of training, professional integration, and career advancement of educational personnel;
- 8) Developing methodological materials and guides for teaching staff activities;
- 9) Carrying out activities to promote the status of educational staff in society;
- 10) Identifying and encouraging young people with a vocation to pursue a teaching career;
- 11) Initiating and implementing international projects and collaborations in its field of activity;
- 12) Drafting and proposing regulatory documents to the Ministry in the field of training for teaching and leadership staff;
- 13) Carrying out other legal activities, as established by the founder, in line with the specific needs of the education system in the Republic of Moldova.
